What Phase 2 changes for a Saudi business
A tax invoice stops being a PDF you email and becomes a signed XML document that ZATCA receives.
Today, in many Saudi companies
- Invoices made in Word, Excel or a Phase 1 program that cannot talk to Fatoora
- No cryptographic stamp, no hash chain, no invoice counter
- Tax invoices handed to customers before ZATCA has cleared them

Which wave are you in?
ZATCA brings businesses into Phase 2 in waves, announced at least six months ahead. The current announcement:

How onboarding works
Three steps, all from inside your own Xrero system. We do them with you on a call.
Your Fatoora OTP
You log in to the Fatoora portal with your ZATCA (ERAD) account and generate a one-time code. Xrero creates the certificate request and receives your compliance certificate (CSID).
The six compliance documents
ZATCA asks every solution to prove it can produce a tax invoice, a simplified invoice and their credit and debit notes. Xrero runs the six documents automatically and shows you ZATCA's answers.
Production, then invoice as usual
Your production certificate is issued and every invoice you post is cleared or reported from then on. Your team keeps invoicing the way it always did.

Where we stand with ZATCA — plainly
- Validated against ZATCA's developer sandbox on 18 September 2026: all six compliance document types accepted, and live clearance, reporting and a credit note accepted with zero warnings.
- ZATCA does not certify or approve software. Its Solution Providers Directory is voluntary and, in ZATCA's own words, not an approval; our application to be listed is in progress.
- Simulation and production onboarding always use your own Fatoora portal credentials, so ZATCA's certificates are issued to your business, never to us.
Data, hosting and billing
- Your data is hosted in Frankfurt (EU) with daily backups; you keep full access to and export of every invoice and record from Saudi Arabia, as the VAT regulations require.
- Prices are shown in Saudi riyals for reference (AED 1 ≈ SAR 1.02). Xrero is a UAE company, so invoices are issued in AED; a VAT-registered Saudi business accounts for the VAT under the reverse-charge mechanism — no Saudi VAT is added by us. Ask your accountant if unsure.
- Support in Arabic and English on WhatsApp, Sunday to Thursday, Riyadh hours.

What is ZATCA Phase 2?
The Integration phase of Saudi e-invoicing: invoices are generated as XML in ZATCA's format, carry a cryptographic stamp, a hash chain and a QR code, and are sent to ZATCA's Fatoora platform — tax invoices for clearance before delivery, simplified invoices for reporting within 24 hours.
Does Phase 2 apply to my business?
ZATCA notifies businesses in waves at least six months ahead. The latest announcement, Wave 25, covers businesses whose VAT-able revenue exceeded SAR 187,500 in 2022, 2023, 2024 or 2025, with integration due by 1 February 2027. Earlier waves are already live.
What is the difference between clearance and reporting?
A tax invoice (B2B) is sent to ZATCA first and only the cleared document goes to your customer. A simplified invoice (B2C) is given to the customer immediately and reported to ZATCA within 24 hours. Xrero does both automatically.
Is Xrero certified by ZATCA?
No, and no software is: ZATCA does not certify solutions. Xrero was validated against ZATCA's developer sandbox on 18 September 2026 — six compliance document types and live clearance and reporting accepted with zero warnings. ZATCA keeps a voluntary, non-binding directory of solution providers; our listing application is in progress.
Do I need to change how I invoice?
Only if you invoice from Word, Excel or a template today. In Xrero you issue the invoice as usual; the XML, stamp, QR and the exchange with ZATCA happen with it.
Does it work in Arabic?
Yes. Invoices carry Arabic and English on the same page, every screen is bilingual, and the XML carries the same figures.
What do I need to start?
Your VAT registration number, access to the Fatoora portal with your ZATCA account to generate the one-time code, and one hour with us for onboarding. No Saudi commercial register is needed on our side.
